Our Mission
The Child Protection & Welfare Bureau (CPWB) was established in March 2004 under the Punjab Destitute & Neglected Children Act 2004 to protect children against abuse, trafficking, exploitation, forced beggary, and domestic labor, educate them, and turn them into useful citizens.

What We Do
CPWB provides the following services to ensure that every rescued child receives comprehensive support for a better, brighter future.
Rescue & Rehabilitation
Rescuing destitute, neglected, and abused children from dangerous situations, slum areas, and the streets.
Shelter & Protection
Providing safe housing, nutritious meals, and medical care to each child.
Legal Assistance
Assisting in legal adoption and temporary guardianship for abandoned infants.
Family Reunification
Reconnecting lost or runaway children with their families after thorough counseling.
Education & Skill Development
Enrolling children in schools (academic and religious) and vocational training programs to ensure self-sufficiency.
Co-curricular activities and educational trips are also provided.
Public Awareness & Advocacy
Conducting mass campaigns to educate the public about child rights and protection laws.
Transition
to Independence
Helping children find part-time jobs or internships once they turn 17. At 18, they start living independently.

How Are We Different?
Unlike conventional orphanages, CPWB has a nursery, school, hostel, dining rooms, library, prayer hall, religious center, sports complex, and health assessment facilities. It:
Actively rescues children instead of just providing shelter.
Focuses on rehabilitation so rescued children gain emotional, educational, and professional support to lead a happy, healthy life.
Provides training courses like tailoring, cooking, baking, painting, nursing, grooming, electrical and mobile repairing so children can earn a respectable living.
Partners with law enforcement to dismantle child beggary networks and forced labor rings.
Implements legislative reforms to improve child protection laws in Pakistan.
Our Achievements (2019-2023)
After Sarah Ahmad took charge of CPWB in 2019, the department rolled out several successful initiatives, including but not limited to:

Formulated Punjab’s first-ever Child Protection Policy.

Expanded Child Protection Institutions to 17 districts across Punjab.

Launched the Child Protection Case Management System with UNICEF.

Conducted police training on the PDNCA 2004 to strengthen legal enforcement.

Approval of Registration of Organizations Managing Accommodation Rules by Cabinet of Punjab.

Hosted Pakistan’s first National Stakeholder Meeting on Child Protection.

Organized the awareness seminar with the judiciary on child rights etc.

Established IT/Computer Labs across CPWB centers to promote digital access for children.

Launched vocational training and skills programs for children empowerment.

Introduced sports and recreation programs to support children well-being.

Organized a flood relief campaign in South Punjab during the 2022 emergency.

Led awareness campaigns against child abuse, labor and torture across Pakistan.

Initiated prevention campaigns and outreach with UNICEF support.

Dismantled criminal networks selling newborns through actions.

Reunited missing and runaway children with families after psycho-social support.

Supported resident girls in launching a CPWB bake shop for entrepreneurship.

Recent Success Stories at CPWB
Empowered through Education:
Four girls from the Child Protection and Welfare Bureau completed a one-year diploma in midwifery, now working as assistant nurses at Shalamar Hospital in Lahore. Their journey highlights the transformative power of education and their dedication to advancing their careers in healthcare.
Fashion Industry Internship Leads to Job at Maria B.
05 boys completed an internship at Maria B., gaining skills in sketch designing, bridal dress stitching, and casual stitching. Two intern were offered a full-time job, showcasing how internships can empower youth and open doors to promising careers in fashion.
From Interns to Full-Time Employees at Hardee's
Two young boys from the Bureau transitioned from interns to full-time employees at Hardee’s, gaining real-world skills in food preparation. Their journey illustrates the power of opportunity and mentorship, transforming them from vulnerable youth into valued employees.
Toni & Guy Hair Salon Courses Empowers Young Lives
Through a partnership with Toni & Guy, seven youth (four boys, eight girls) completed professional hairstyling internships, with many securing jobs at the salon. This initiative showcases the Bureau’s commitment to skill development and self-sufficiency, creating brighter futures for young individuals.
Girls Secure Employment at FunCo Playcenter
Two girls from the Bureau have secured positions at FunCo, marking a significant achievement in their path to independence. Under Chairperson Sarah Ahmad's leadership, the Bureau’s focus on skill development and job placements continues to empower youth, especially girls, for a brighter future.
Baking Business Success: From Workshop to Self-Sufficiency
Four girls participated in a baking course, then opened a successful bake shop within the CPWB premises. They’ve also expanded to online sales, demonstrating resourcefulness, financial independence, and a bright future in entrepreneurship.
Resilient Youth Give Back: From Victims to Protectors.
19 children, previously rescued from abuse and neglect, now serve within the CPWB as Child Attendants, Caretakers, laundry and Assistant Cooks. Their personal transformation is a powerful example of resilience, showing how they’ve turned their experiences into a mission to protect others.
Beautification and Empowerment: Girls Internship at Depilex
Six girls completed an internship at Depilex in partnership with CPWB for gaining valuable skills in the beauty industry. This program has helped them move toward financial independence, showcasing the Bureau's focus on skill development and equal opportunities for vulnerable children.
Hospitality Internship Leads to Full-Time Role
Two boys completed internships at Flatties Hotel in Lahore, one of whom now works as a chef. Their success reflects the Bureau’s commitment to equipping youth with skills that lead to meaningful, sustainable careers in the hospitality industry.
